Healthcare for the
Redwood Country
From the Coast to the Mountain Top
A real plan to bring doctors, clinics, and healthy communities to all nine counties of California's 2nd Congressional District — from Del Norte to Marin.
The Healthcare Crisis Is Real
Right now, people in our district are suffering because the healthcare system is broken. Here's what's happening:
Hospitals Are Disappearing
More than 140 rural hospitals have closed across the country since 2010. In CA-2, counties like Trinity, Modoc, and Siskiyou are losing their last healthcare providers. Some residents drive 90+ minutes to see a specialist.
Paperwork Is Crushing Doctors
Doctors spend twice as much time on insurance paperwork as they do actually caring for patients. Nurses spend up to 40% of their shifts on documentation instead of helping people.
Diet-Related Diseases Are Skyrocketing
Unhealthy food costs us $1.1 trillion a year in disease. 42% of adults are obese. Processed food makes up 58% of what adults eat and 67% of what kids eat. This is preventable.
Our Seniors Need Help Now
By 2034, older adults will outnumber children for the first time in American history. Rural communities are the least prepared. We need to help seniors stay in their homes safely.
What This Bill Actually Does
This isn't a campaign promise — it's a finished bill with 17 Divisions covering everything from getting doctors into rural towns to keeping our water clean. Here's a plain-language breakdown:
Healthcare for Everyone, From Birth
Every citizen becomes eligible for a Baseline Medicare Plan from the day they're born. No age restrictions. No waiting. Your current private insurance stays if you want it — this is 100% voluntary.
Free Doctors from Paperwork
Government-funded claims processors handle ALL insurance paperwork for doctors, so they can focus on patients. Independent practices get help too — 1 processor for every 3 doctors. Rural areas get 50% extra support.
Bring Doctors to Rural Towns
Forgivable loans through the Small Business Administration help doctors, nurses, dentists, therapists, and other providers open private clinics in underserved areas. Serve your community for 5-10 years, and the loan is forgiven.
Help Seniors Stay Home Safely
Tax credits up to $8,500/year for home modifications like ramps, grab bars, and smart safety technology. A Caregiver Workforce Corps trains new caregivers with $225 million in annual grants — 40% reserved for rural areas.
Give Young People a Future
A Public Service Corps gives young people paid opportunities in healthcare, forestry, and community work. Skills training, mentorship, and real-world experience — not just another unpaid internship.
Support Families & Childcare
Affordable, secure childcare for working families. Support systems for new parents so they can work without worrying about their kids. Because healthy families make healthy communities.
Smarter Public Safety
Crisis intervention teams that send the right help to the right situation. Mental health professionals responding alongside officers. Justice reform that actually reduces crime and helps people get back on their feet.
Protect Kids Online
Tough new protections against online trafficking and exploitation. Digital public decency standards that keep children safe while respecting free speech. Real enforcement with real consequences.
Prevent Disease with Better Food
Programs to teach nutrition in schools and communities. Local food security so everyone can afford healthy food. Prevention programs for diabetes, heart disease, and obesity — because preventing disease is cheaper than treating it.
Protect Our Environment & Forests
Tri-Zonal Forest Management to prevent catastrophic wildfires. A carbon fee-and-dividend that puts money back in YOUR pocket while reducing pollution. Clean air and clean water are healthcare too.
Broadband, Water & Housing
High-speed internet for every community — because telehealth doesn't work without WiFi. Safe drinking water. Affordable housing. The basic infrastructure rural communities need to thrive.
Hire by Skills, Not Just Degrees
Skills-based hiring so talented people can get good jobs without being blocked by expensive degrees they can't afford. Practical competence matters more than where you went to school.
Honor Indigenous Communities
Tribal co-management of healthcare and land. Indigenous healing practices recognized alongside Western medicine. Culturally appropriate care for Yurok, Hoopa Valley, Karuk, Round Valley, and all Tribal nations in CA-2.
Built for All 9 Counties
This bill was written for the unique needs of every community in CA-2 — from the Oregon border to the Golden Gate.
Paid For. No Debt. No Tricks.
This bill doesn't add a single dollar to the national debt. Every program is funded by dedicated revenue sources and trust funds — not borrowed money.
Zero Deficit Impact
The bill cannot increase the federal deficit. Hard spending limits and automatic reductions built in.
No General Fund
No raiding taxpayer money. Programs funded from their own dedicated revenue sources and trust funds.
No Borrowing Allowed
Trust fund spending is strictly limited to actual money received. You can't spend what you don't have.
10-Year Sunset
Built-in expiration date with required evaluation. If it doesn't work, it ends automatically. No permanent bureaucracy.
