🌲 Build Resilience. Protect Parks. No Debt.

Climate change is making storms, fires, and floods worse. Our infrastructure is aging. Our parks need investment. But we can't just borrow money forever! This bill creates a Trust Fund from royalties and penalties—NOT new taxes on families—to help states build resilient infrastructure, protect wildlife, and train workers. States lead. Every project must save more than it costs. And spending can NEVER exceed revenue. That's showing your work.
