Report Waste & Abuse
The Inspector General investigates when government agencies break the rules. Here's how to file a complaint about Point Reyes.
🔍 What Is the Inspector General?
The Office of Inspector General (OIG) is like a "watchdog" for the government. When agencies waste money, break laws, or abuse their power, the OIG investigates. They can pause projects, recommend changes, and even refer crimes to the Department of Justice. YOUR complaint can trigger an investigation!
🐄 Why File a Complaint About Point Reyes?
The National Park Service made a deal with The Nature Conservancy—an $8 BILLION corporation—to kick out ranching families who have worked the land for over 150 years. But this deal may have broken several federal laws:
• They skipped required public hearings
• They let a private corporation dictate how PUBLIC land is managed
• They forced ranchers to sign "gag orders" so they couldn't speak out
• They reversed a plan that the public had approved—without asking anyone
When the government breaks its own rules, the Inspector General needs to know. That's where YOU come in.
🏛️ The Department of Interior OIG
The Department of the Interior oversees the National Park Service. Their Inspector General investigates problems at national parks, wildlife refuges, and other public lands.
When you file a complaint, the OIG can:
✓ Launch a formal investigation
✓ Issue a "management advisory" to PAUSE the project
✓ Recommend policy changes
✓ Refer criminal violations to the Department of Justice
Your complaint matters. It creates an official record that can't be ignored.
⚠️ What Laws May Have Been Broken
🏛️ Bypassing Federal Laws
The Park Service let The Nature Conservancy pay $30 million to remove ranchers—instead of following the Uniform Relocation Act that protects people who are displaced from federal land.
🚫 Skipping Environmental Review
The 2025 decision completely reversed the 2021 plan—but they never did a new environmental study (called NEPA review) or held public hearings. That's against the law.
💰 Illegal Gift Acceptance
Federal agencies can't accept private money that's tied to specific policy outcomes. TNC gave $30 million on the condition that ranchers be removed. That may violate gift acceptance laws.
😰 Coercion & Pressure
Ranchers were pressured into accepting the deal. Their own lawyer said they had "no choice." When the government forces people to give up their rights, that's abuse of authority.
🤐 Forced Gag Orders
Ranchers had to sign Non-Disclosure Agreements (NDAs) that prevent them from talking about what happened. This silences public debate about public land.
❌ Ignoring Congress
Congress created Point Reyes with ranching as part of the plan. In 1978, Congress said leases should be "encouraged to the fullest extent." The Park Service ignored Congress.
📰 Evidence from Public Records
"The park service and the environmental groups applied massive amounts of pressure that really gave the ranchers no choice."— Attorney Andrew Giacomini, Marin Independent Journal, Jan 18, 2025
"We felt so much in a corner that [we] didn't know what else to do."— A rancher who took the buyout, KQED, April 13, 2025
"How we cannot have a public discussion of a negotiation like that is just kind of mind boggling."— Rep. Doug LaMalfa, Press Democrat, April 2025
"All I know is when they appropriated this money, it was far from being settled... TNC was 'hiding their hand.'"— Kevin Lunny, Press Democrat, Sept 2025
👷 The 90 Families Left Behind
The ranching families got buyout money (though under pressure). But what about the WORKERS? Farmworkers, dairy workers, truck drivers, and their families live on this land too. They weren't even told about the deal.
Losing Their Homes
(Nothing!)
About Their Fate
The Uniform Relocation Act requires the government to help people it displaces. By using TNC's private money, the Park Service avoided this law. That's exactly the kind of wrongdoing the OIG investigates.

I am filing this complaint to report waste, fraud, and abuse of authority by the National Park Service in connection with the January 2025 settlement agreement affecting Point Reyes National Seashore.
A. Circumvention of Federal Laws: The NPS entered an arrangement with The Nature Conservancy (an $8 billion corporation) that bypasses the Uniform Relocation Act and NEPA public review requirements.
B. Abuse of Authority Through Coercion: Public records show ranchers were subjected to "massive pressure" and had "no choice" but to accept the deal.
C. Violation of Congressional Intent: The 2025 decision reversed the democratically-approved 2021 plan without new public hearings or Congressional authorization.
D. Improper Gift Acceptance: TNC provided $30 million conditioned on removing ranchers—potentially violating federal gift acceptance regulations.
