California's 2nd Congressional District stretches from the redwood forests of Del Norte to the rolling hills of Marin County — covering nine counties, hundreds of small towns, and over 700,000 people who deserve a representative who does the work before asking for their trust. These three omnibus bills are the foundation of the An Honest Economy for All platform: real, detailed, fiscally responsible legislation that tackles the challenges our communities face every day.
CA-2 Community Affordability, Fair Economy, and Community Health Act
The CAFE CH Act is the flagship bill — a sweeping plan to make life more affordable and build lasting prosperity across all nine CA-2 counties. It caps credit card interest rates, makes college more affordable, creates a fair tax system where billionaires can't dodge their share, invests in workforce training for the AI economy, protects renters and homeowners, revitalizes our timber industry, strengthens healthcare access for rural families, and supports our seniors to age with dignity at home.
Every program is 100% voluntary. Every dollar is paid for. The bill generates an estimated $850 billion to $1.6 trillion over ten years in net revenue directed straight to debt reduction — not more borrowing.
From Seashore to Stockyard — CA-2 Food Security and Economic Resilience Act
From our ocean waters to our farm pastures, this bill protects the food systems that feed our families and power our local economy. It restores Pacific salmon and crab fisheries, revitalizes our forests with wildfire-smart management, creates a circular agriculture system where forest slash and livestock waste become biogas and compost, defends the Point Reyes ranching families displaced from federal lands, and ensures Indigenous tribes have a meaningful voice in managing the lands they've stewarded for thousands of years.
The bill funds itself through a dedicated Trust Fund capped at $2.6 billion per year, with every program built on the closed-loop principle: waste from one system becomes fuel for the next.
North Coast and Redwood Country Comprehensive Healthcare Act
Rural hospitals are closing. Doctors are leaving. Families are driving hours for basic care. This bill fights back. It creates a voluntary path to universal healthcare eligibility, frees rural doctors from paperwork so they can focus on patients, offers forgivable loans to clinics that serve our communities for five to ten years, builds a pipeline of caregivers for our aging population, protects our children online, invests in crisis intervention teams, and ensures every county — from Modoc to Marin — has the health infrastructure its people deserve.
With 17 divisions covering everything from telehealth to nutritional literacy to wildfire smoke protections, this is the most comprehensive rural healthcare bill ever drafted for a single congressional district.
